This happens all through the draft. This is perhaps a sad consequence of using Word, but I think at least the grammar should be correct. By the way, this is correct in CoverParenthesizedExpressionAndArrowParameterList, ArgumentList, BindingRestElement and FunctionRestParameter. It is wrong in ArgumentList, AssignmentRestElement. I'm not sure about the builtins.
It would be nice if this is fixed at least in the HTML version.
