+++ This bug was initially created as a clone of Bug #115 +++
The first introductory paragraph to 10.6 includes VariableDeclaration in the list of constructs that can block the creation of an arguments object. This is incorrect and inconsistent with the algorithm in 10.5.
The mention of VariableDeclaration should be removed.
