Section 15.4.2 "The Array Constructor"
directly contains the [[Construct]] algorithm,
but usually a section entitled "The Foo Constructor"
has a subsection entitled "new Foo (...)"
and *that* contains the algorithm.

I'm going to migrate all of chapter 15 to be structured like Array now is. Changed the title and will use this bug as a reminder to finish that up.
