In rev15 draft, GetThisValue is removed, but it is used in
* 8.2.4.1 GetValue (V)
* 8.2.4.2 PutValue (V, W)
* 11.2.3 Function Calls, Runtime Semantics: EvaluateCall Abstract Operation
And 8.2.4.3 GetThisValue (V) remains.

I'm not sure why you say it was removed in rev15. Perhaps I misspoke in a bug response?
Regardless, as you point out, it is still defined in 8.2.4.3.
