Bound functions only get the 8.4.1.2 [[Construct]] internal data property if their target is a Constructor (8.4.1.3, step 5), so step 2 of 8.4.1.2 should be changed to an assertion or be removed.
(An assertion might be wrong if a [[Construct]] property is dynamically added and removed on the target, but I don't think this is currently supported by the spec.)
