There is spec text for RegExp "match web reality" in the Wiki here:

The plan was to add this in an Annex.
The algorithmic text is phrased as a delta on the existing RegExp spec (before the recent reorganization). It should be possible to include in the Annex.
The grammar is a full duplicate with some modifications, and with the changed interpretation that ambiguities are broken by ordering in the productions.
