The assertion in step 1 of 10.1.1 resp. 10.1.2 use hexadecimal notation whereas the actual algorithm steps use decimal notation with an additional NOTE to refer to the hexadecimal notation. Maybe change assertions to decimal + hexadecimal or use only hexadecimal?
Also "6.1.4 The String Type" uses exclusively hexadecimal notation for the same context.
