In 18.4 "Constructor Properties of the Global Object",
the numbering for subsections runs from 18.4.1 to 18.4.21
then restarts at 18.4.1.
In 18.5 "Other Properties of the Global Object",
subsection numbers are 18.5.1, 18.5.2, 18.5.1, 18.5.1.
In 19.2.4 "Function Instances",
there are two subsections numbered 19.2.4.1
