those are all intentional so that individual semantic routines that apply to the front content of the next higher outline level aren't at the same list level as major subsections.

Do you have any other ideas for make the outline levels look reasonable in this sort of situation?

Ah, I see. It just caught my eye because it looked unusual to have subsections starting with 0.
