In 13.11.5 "Runtime Semantics: CaseBlockEvaluation",
in rule 2,
between step 6.b.ii and step 7,
there are 3 unlabelled steps.
I believe they're subordinate to 6.b.ii,
and so should be indented and labelled 1, 2, 3.
