The last paragraph of 21.2.2 is currently formatted as normative text. The content however looks to me like a continuation of the preceding non-normative note, and in addition it seems redundant with the general rule that implementations may use more efficient algorithms than the spec. Should it be made part of the note or be removed entirely?
