#2467 — eliminate British ise usages and replace with ize

Current public APIs use ize (such as initialize) while spec. prose and abstraction operations use ise (such as initialise).

the Ecma/ISO rules say we are supposed to use British spelling. However, the analysis in http://en.wikipedia.org/wiki/American_and_British_English_spelling_differences#-ise.2C_-ize_.28-isation.2C_-ization.29 suggests that ize is acceptable British and perhaps even preferred.

http://www.oxforddictionaries.com/us/words/british-and-american-spelling suggests that consistency (use only ize or ise, not a mix of both) is important.

Based on this, I think we should adopted the ize spelling for all appropriate words in the specification.

Actually ISO says OED should be used, from http://en.wikipedia.org/wiki/Oxford_spelling#Usage:

and it is really ISO that drives Ecma's requirments. So I guess we should indeed be using "ize"
