[Change this bug's 'Version' to January 16, 2012 when that becomes possible.]
In 11.1.5.1, there is an unnumbered sub-section titled "Early Errors".
For consistency, the title should be "Static Semantics: Early Errors".

This hasn't been fixed.
Section 11.1.5 (and also 13.3) still has the section header
Static Semantics
followed by the header
Early Errors
Compare this to, e.g. 11.2.4, which has
Static Semantics
followed by
Static Semantics: Early Errors
