I'm curious about the two lines of 11.8.6.1 that state
The TRV of LineTerminatorSequence :: <LF> is the code unit value 0x000A.
The TRV of LineTerminatorSequence :: <CR> is the code unit value 0x000A.
This sounded like some copypasta gone bad. We're not interpreting "\r" as "\n", right? Can someone confirm?

No, it's intentional. See the note at the end of the TR/TRV definitions in 11.8.6.1
