Within 12.2.8.2.2 (GetTemplateCallSite) there are two references to the TemplateStrings semantics. They could usefully be hyperlinked even if the references follow the definition by not more than a couple of (paper) pages; in the hyperlinked version such relationships are not clear.
It's not clear to me which references you are talking about. Are you talking about Note 2?
There is already a hyper-linked reference to tagged template evaluation in Note 2.
I think I was talking about steps 1 and 6, which reference the TemplateStrings algorithm earlier in the spec.

We aren't terribly consistent, but we do make these sorts of references all over the place, and usually only provide explicit x-references if the target is far away or otherwise "special".
closing as I don't see any particularly reason to treat this one specially.
