9.3 Built-in Function Objects
last paragraph before 9.3.1
"If a built-in function object is not implemented as an ECMAScript function it must [[Call]] and [[Construct]] internal methods..."
A verb is missing: "...it must *provide* [[Call]] and [[Construct]]...", or something similar.
