In 12.6 "Iteration Statement",
the definition of the abstract operation 'LoopContinues'
appears under the heading "Syntax", which is odd.
My guess is, it should be under a header saying
"Runtime Semantics: Labelled Evaluation".
(I think it's only referenced from sections with that label.)
Or maybe just "Runtime Semantics".

Similarly, in 15.1.3 "URI Handling Function Properties",
the definition of abstract operations Encode and Decode
appear under the "Syntax" heading.
