In 22.2.1.1 "Runtime Semantics: AllocateTypedArray (newTarget, length )",
step 3 says:
NOTE %TypedArray% cannot be directly invoke via either a all or
the the new operator.
It's unclear what this is supposed to mean. Maybe:
