It's odd that there's a nonterminal named "Token" that *doesn't* derive the set of all tokens. (Hence the clarifying note in 11.5.)
The oddness would be reduced if it had a qualified name, like "OtherToken", or "CommonToken" (because it's common to all the InputElement* productions).
