In 12.6.3 "The 'for' Statement",
under "Runtime Semantics: Labelled Evaluation",
in the abstract operation 'For Body Evaluation',
step 2.d says:
"If stmt LoopContinues (stmt,labelSet) is false, return stmt."
Delete the first 'stmt'.
