In 11.1.3 "Literals",
under "Runtime Semantics: Evaluation",
rule 4 step 1 says:
"Return the string whose character are the SV of StringLiteral
as defined in 7.8.4."
Change "character" to "characters".

Also, while you're there, rule 2 has its two steps labelled 6 and 7.
Change to 1 and 2.
