In 11.5 "Multiplicative Operators",
you could reduce the adhoc-ness of the evaluation rule by introducing:
MultiplicativeOperator : one of
* / %
and using it in the production for MultiplicativeExpression.

perhaps. This is very old material, so it isn't high on the priority list of things to "fix". Perhaps, it can be addressed after the ES6 spec is feature complete.
