"[13.1] Runtime Semantics: Instantiate Function Declaration" should be renamed to avoid confusion with "[10.5.3] Function Declaration Instantiation". The section names are just too similar.
(I've filed this under "editorial issue", but I'm not entirely sure that's the correct component for this kind of issue.)
