Majority of the content on the Internet is in Unicode, and that percentage is increasing over time, so this API would lose in value over time.
Also, we shouldn't encourage use of encodings other than utf-8, 16 or 32.

The 2012-10-05 internationalization meeting decided that character encoding conversion and detection are out of scope for the internationalization API.
