In 15.1.3 "URI Handling Function Properties",
under "Runtime Semantics: Decode Abstract Operation",
step 4.d.vii.7.b says:
If the character at position k is not ‘%’, throw a URIError exception.
After "position k", insert "within /string/".
Also, the '%' should probably be in bold monospace.
