In 7.8.4 "String Literals",
the very last bullet says:
The CV of UnicodeEscapeSequence :: u{ HexDigits } is the is the
UTF-16 Encoding (clause 6) of the MV of HexDigits.
Delete one of the occurrences of "is the".
