In 13.6.3 "The [[ThrowTypeError]] Function Object",
the use of the double-square-bracket notation is odd,
since you're not defining an internal property of an object
or a field of a record.
I think it would make more sense to view 'ThrowTypeError' as an intrinsic object
(and so write it with percents).
